It’s January! Summer is right around the corner! Now is the time to start planning and building your custom swimming pool with Clarity Pool Service of Las Vegas. The first hurdle you’ll want to get past is zoning. It’s a good idea to know about your zoning and laws before embarking on the journey to build your dream pool. We’ve compiled some of the Clark County (Southern Nevada) Building Code that might help as a reference when researching your home zoning and applicable laws.

The former Ch. 22.20, §§ 22.20.010—22.20.030, pertained to the swimming pool, and spa code of Clark County and derived from Ord. No. 3898, §§ 1 and 2, adopted Sept. 7, 2010 and Ord. No. 4112, adopted Aug. 20, 2013.

22.20.010 – Adoption.
(A) That certain document, three copies of which are on file in the office of the County Clerk of Clark County, being marked and designated as the “International Swimming Pool and Spa Code, 2018 Edition” (referenced herein as the ISPSC) published by the International Code Council, together with all tables of contents, definitions, articles, tables, indexes, examples and appendices, is hereby adopted and made a part of this chapter, the same as if it were fully set forth herein, except as amended by the Southern Nevada Amendments to the 2018 International Swimming Pool and Spa Code and by this chapter.
That certain document, three copies of which are on file in the office of the County Clerk of Clark County, being marked and designated as the Southern Nevada Amendments to the 2018 International Swimming Pool and Spa Code, together with all tables of contents, definitions, articles, tables, indexes, examples and appendices, is hereby adopted and made a part of this chapter, the same as if it were fully set forth herein, except as amended by this chapter.
Name. The Southern Nevada Amendments to the 2018 International Swimming Pool and Spa Code, as adopted and amended by this chapter, is known as the Swimming Pool and Spa Code of Clark County. It is reference herein as “this code.”
Conflict. In the event there is a conflict between this chapter and the International Swimming Pool and Spa Code, or a substantive difference in the meanings of wording included in a topic or subject area common to all three documents, the wording of this chapter shall supersede the International Swimming Pool and Spa Code and the Southern Nevada Amendments to the 2018 International Residential Code and govern.
In the event there is a conflict between the Southern Nevada Amendments to the 2018 International Swimming Pool and Spa Code and the International Swimming Pool and Spa Code, or a substantive difference in the meanings of wording included in a topic or subject area common to both documents, the wording of the Southern Nevada Amendments to the 2018 International Residential Code shall supersede the ISPSC and govern.

22.20.020 – Administrative provisions.
The provisions of Chapter 22.02 known as the “Building Administrative Code of Clark County” shall serve as the governing rules and regulations for the administration, organization and enforcement of the Swimming Pool and Spa Code of Clark County.

22.20.030 – Violation and penalties.
It is unlawful for any person to erect, install, alter, repair, relocate, add to, replace, use, or maintain swimming pools, spas, or water features in this jurisdiction, or cause the same to be done, contrary to or in violation of any of the provisions of this code. Maintenance of any swimming pool, spa, or water which was unlawful at the time it was installed and which would be unlawful under this code if installed after the effective date of this code constitutes a continuing violation of this code.
Any person violating any of the provisions of this code shall be deemed guilty of a misdemeanor. Each such person shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this code is committed, continued, or permitted. Upon conviction for any such violation such person shall be punishable by a fine of not more than one thousand dollars or by imprisonment in the county jail for not more than six months, or by both such fine and imprisonment. Whenever in this chapter any act is prohibited or is made or declared to be unlawful or an offense or a misdemeanor, the doing of any such required act constitutes a violation of this chapter. Any day of any violation of this ordinance constitutes a separate offense.

There’s Only One Real-Efficient Option, the Standard LED!
You have a choice among roughly three main lighting types where it concerns your custom swimming pool design and the lighting schema we implement. We said you have a choice, but it’s always reasonable to listen to the professional pool designers’ recommendations; more often than not, they recommend a particular option for a valid reason. The three types of lighting are as follows. As a quick notation to the following break-down of lighting types, we want to say that LED lighting is by far the preferred choice of custom pool designers. Not only are they energy-efficient, but they also have a plethora of colors and form factors options. Below, we’ve included Incandescent and Halogen for comparison reasons or even a history of pool lighting types.
At one point within our history, incandescent lighting was the least expensive option for an inground swimming pool. The incandescent lighting is comparable to the light bulbs used in the old standard light bulb used in homes. Then the introduction of the CFL (Compact Fluorescent Light). The incandescent light source produces a warm, almost golden glow by heating a Tungsten filament (usually Tungsten.) In all actuality, this method produces more heat than actual light. Which makes the use of incandescent lighting all but obsolete.
Halogen lighting was all the rage (like LED’s are now) in the past, and they took the place of incandescent lighting. The reason it took the place of incandescent lighting is due to it using 20% less energy as well as it lasts far longer than it’s predecessor. Like most technologies, there’s often a trade-off for optimizing energy consumption. The halogen light still uses filament technology similar to incandescent. The other drawback to #Halogen is that when it’s filament heated, it casts a visible yellow hue. Halogen lighting also contains Halogen gas, which causes it to heat up to higher temperatures. The final downside is that Halogen lighting costs were nearly double that of the Incandescent light, and they still have a remarkably short lifespan.

The Retention Wall Overview – What is a Retaining Wall
A retaining wall is what its name implies, a wall specially designed to hold back earth and natural rock. Most backyards and outdoor areas where we build in-ground swimming pools are not level (flat). Southern, Nevada land is pretty flat, to begin with, so retaining walls aren’t usually required. As mentioned above, they are, however, pretty common and called for through the pool design. They often get added for specific water or level feature.
Here are some common topics about retention walls for custom swimming pools.
Retaining walls get implemented to hold earth (dirt or rock) in place.
Some land here in Las Vegas isn’t level, and some have substantial slopes or uneven surfaces that the pool builder has to contend with, and the retaining wall is just one of the tools in our arsenal.
The size and areas you’ll need a retaining wall for are dependent on how much earth you need to hold back. An engineer designs the retaining wall plans, and then Clarity Pool Service realizes those plans through construction.
Common retaining wall materials are poured-in-place Concrete, cinder blocks, concrete blocks (or reinforced cinder blocks with wet Concrete poured into cavities).
Dry stacked concrete blocks – using the dry concrete blocks to build a segmented wall. The solid dry concrete blocks are designed to lock together. It’s relatively easy to determine the difference between a segmented wall (which uses solid concrete blocks in a staggered pattern), opposed to a reinforced cinderblock wall, or poured in place concrete wall. Cinder block walls are often back-poured with wet Concrete. The cinder blocks are reinforced with steel rebar.
You can install stacked stone on the retention wall’s surface as an aesthetic option, or any other material that is appropriate and adheres onto the wall.
Don’t look at a retaining wall as an eyesore. A wall is used in ways that will not only compliment your yard but open up additional options where function and visuals features are concerned.
How the retaining wall gets constructed is determined by the Engineer, and quite possibly the swimming pool contractor.
Poured Concrete Walls are arguably more reliable than a Cinder Block wall design. Poured concrete walls have better lateral strength when compared to back-poured cinderblock walls. The stronger the wall, the more pressure it can withstand. A poured wall doesn’t have joints like a block wall, making it the preferred choice of pool contractors.
How much does that retention wall cost? Your cost is dependent on the size and scope of the wall. Basically, how tall (depends on how much earth needs gets retained) and the length or span of the wall impacts the overall cost of building a wall. That’s not including any features or decorative materials you want to use to finish the wall.
